vote no on initiative 892

despite attempts by its sponsors to convince the public that i-892 is good for the state of washington and to include the horseracing industry in their public lobbying efforts, the racing industry does not support this initiative. the poorly constructed initiative names horse racing in an attempt to capitalize on all the good will created in the state by our $330 million sport and agri-industry. if i-892 were to pass it will bring considerable hardship to the racing industry.

i-892 professes to lower property taxes and level the gaming playing field by allocating an equal number of slot machines to non-tribal gaming entities in the state as those that already exist in tribal casinos. this potentially means an additional 18,225 electronic scratch ticket machines (vlts) in washington.

this is not good news for the horseracing industry.

1) too few machines at the track.
the potential number of vlts allocated to the racetrack under i-892 is not enough to be profitable. according to the language of the initiative only 77 machines could be allocated to emerald downs. the cost of purchasing, installing, and operating the machines against projected revenue results in a net annual loss of $500,0000 to the racing industry. in racing jurisdictions around the country where the addition of slot machines or vlts have been successful, the number of machines allocated to the racetracks are in the thousands, compared to just 77 under i-892.
2) too many vlts everywhere else.
the rest of the 18,225 vlts allowed by i-892 would be spread out at over 1600 venues around the state. each one of these venues would now be operating in competition with emerald downs for customers and wagering dollars. in the grandstand, at every otb, and as people make decisions about whether or not to attend the races they will have 1600 more alternatives to attending and wagering at the track. a conservative estimate of the impact of the additional machines on pari-mutuel wagering is at least -5%. a loss of handle which equates to an additional $1.1 million reduction in revenue available for purses, association, horse racing commission, owner & breeder awards and fair meets.

the entire racing industry and its fans worked diligently to preserve and grow a stable revenue base for our sport. we all want to see a thriving climate for washington racing: full fields of quality horses running for competitive purses, a beautiful facility to enjoy with friends and families, and a strong state breeding program. i-892 would deliver a huge blow to our foundation.

please support the thoroughbred racing industry in washington and vote no on i-892.

  • distinctly perfect won the 1st race, $15,000 claiming, 6f for three year olds on 5/20/04. he is by distinctive cat � never perfect by drouilly (fr). he is owned jeff harwood and trained by doris harwood.
  • what a talent won the first time out for doris and jeff harwood. their two year old filly won on 5/22 a maiden claiming going 4� f. she is by he�s tops � julia rose.

2000 washington horse of the year and ashland stakes-g1 winner rings a chime foaled a colt by storm cat on march 9 at stonerside stud near paris, ky. it is the second colt produced by the daughter of metfield�outofthebluebell, by red ryder, who was bred by terry and mary lou griffin. rings a chime is scheduled to be bred back to 2003 belmont stakes-g1 winner empire maker.

toccet, son of griffin place broodmare cozzene�s angel, ran second in the
g 2 san fernando at santa anita, behind multiple graded stakes winner during. that brings the durable toccet�s earnings to $892,550.

the daily racing form chart read: toccet four wide into the first turn, stalked three deep, bid outside between calls on the backstretch, continued close up off the rail into and on the second turn and into the stretch and went willingly to the wire.

cozzene�s angel is currently in foal to deputy minister, sire of toccet�s sire awesome again.
